The following extraordinary rule changes were approved by the USEF Board of Directors. The below rules are not in the adobe formatted rule book. 

EV140.8 Cross-Country Obstacles: In the interest of safety, organizers are encouraged to construct obstacles using Frangible Pin technology wherever it is appropriate. Information on the appropriate applications of Frangible Pin construction is available in the USEA Cross-Country Obstacle Design Guidelines. Frangible Pins may be installed only by or under the supervision of Course Designers/Course Builders who have attended a USEA seminar on Frangible Pin construction.

EV147.1 Jumping Scoring.1. FAULTS AT OBSTACLES

*Knocking down an obstacle       4 penalties  
*First disobedience                       4 penalties  
*Second disobedience in the whole Test at Preliminary, Intermediate and Advanced    Elimination  
*Second disobedience in the whole Test at Beginner Novice, Novice and Training          8 penalties  
*Third disobedience in the whole Test at Beginner Novice, Novice and Training             Elimination  

(At Beginner Novice, Novice and Training, the provisions of EV149.1.c apply as follows: The clock will be restarted when the horse leaves the ground at the obstacle where the disobedience occurred or when the horse incurs a second refusal.)

EV141.1.a Cross-Country Scoring - this rule will officially go into effect March 1 after the USEF Executive Committee reviews the rule at their February meeting.

The United States Eventing Association www.eventingusa.com has put the following new rules in effect for the 2007 show season for Recognized Horse Trials.

Although LEA runs schooling, not recognized shows, it is good information for members that plan to compete in USEA events.  LEA does run their schooling shows in the "spirit" of USEA rules to help prepare riders for the future.

New USEA Rules:

Additional terms and scoresheet columns have been created in order to specify certain types of elimination, as well as penalties resulting from dangerous riding at recognized horse trials.  These are to be implemented for the 2007 competition season, effective December 1, 2006.

TECHNCIAL ELIMINATION (TE)

"Technical Elimination" is a term now adopted for use at recognized horse trials effective immediately. Abbreviated as "TE" for the score sheets, technical elimination is to define an error strictly related to the actions of the rider; such as, but not limited to: entering the arena with prohibited saddlery; prohibited dress, missing a jump, mandatory flag or finish line, etc.

As with any final decision, is it at the discretion of the Ground Jury, in consultation with the Technical Delegate, if the term "TE" should be applied - it is very important for the event personnel responsible for noting infractions to be very specific in their explanation of said infraction. This information will enable the officials to properly assess and inform the scorers what to apply to a rider's score and, ultimately their performance record. Note: This new definition does not replace the definition and term elimination (E) used to determine the disobedience of a horse during competition.    

MASTER SCORE SHEET - Dangerous Riding (DR)

Heretofore, when dangerous riding (DR) had been assessed, it was unclear where to apply the 25 penalties. (Should it go in the jump column or as time penalties?  Obviously neither was quite accurate).

A column has been added to the score sheet titled "DR," to be used specifically for the 25 penalty points that may be assessed for Dangerous Riding as noted under Article EV11 of the Rules for Eventing. This column is located before the final points/placing column. Regardless of where a "DR" may be sited, this column is to indicate the 25 penalties and the penalties added to the final point classification.
